Manulife Financial rated number one in a Citigroup Smith Barney study to assess the quality of corporate governance practices followed by publicly traded North American life insurers. Sixteen companies were surveyed, reviewing basic policies and bylaws relating to their board of directors, including such factors as size, external representation, independence, committee structure, authority, compensation and shareholder ties. Smith Barney in the study states, “We believe Manulife sets the standard among life insurers for its above-average corporate governance practices.” |

Manulife Financial awarded top ratings in participant services by Plan Sponsor’s annual Defined Contribution survey for the third consecutive year. Manulife earned Best in Class honours in eight participant services categories for micro plans, which are defined by the publication as plans with less than $5 million in defined contribution assets. Manulife also received two Best in Class ratings for the small plan market, in recognition of its participant services for plans with between $5 million and $49 million in plan assets.
In the micro plan category, Manulife received top ratings in the categories of Participant Education, Clarity of Statements, Participant Internet Services, Range of Investment Options, Communication Materials, Participant Call Centre, Accuracy of Reporting and Loan Withdrawal Turnaround. The eight awards represent an increase from the three top ratings earned in 2002. In the small plan market, Manulife was recognized in the Clarity of Statements and Accuracy of Reporting categories. |

The Canadian Business magazine’s annual corporate governance survey again ranked Manulife Financial Corp. in the Top 25 Boards. Manulife is the only insurance company included in the ranking. In the article accompanying the survey results Canadian Business noted, “Even high-scoring companies continued to improve their corporate governance. Toronto-based Manulife Financial, ranking 12th on our best boards list last year, has committed to ending the staggered terms of its directors. Along with all of Canada’s major banks, Manulife also announced it will start expensing its stock option plan.” Manulife ranked 13th out of 250 companies surveyed this year. |

Manulife Hong Kong came 1st in overall customer satisfaction in a survey conducted by ACNielsen from April to May 2003. The survey telephone-interviewed 618 Mandatory Provident Fund (MFP) employers and Manulife was found to have registered the highest scores in six out of eight specific factors rating customer satisfaction. The survey was conducted to ascertain overall satisfaction of employers towards their MFP service providers, which included insurance companies, banks and fund houses. |

Manulife (International) Limited (MIL) won the Life Office Management Association’s (LOMA) 2002 Education Achievement Award for outstanding professional training and development of staff and insurance and financial advisors in Hong Kong. The Company also won this same award in 2001. MIL is amongst only 10 winners out of more than 1,200 insurance and financial services companies located in 60 countries, for participation in LOMA’s education programs based on the total of number of enrollments for the 2002 calendar year. Total enrollments for 2002 were more than 1,200 for MIL in Hong Kong, one of the highest of all companies. |

Manulife Financial’s Corporate Communications awarded the Gold Quill Award for excellence in the management of the communications related to the Company’s Indonesian operations at the International Association of Business Communicator’s Conference in Toronto. Using strategies through media, customer, employee and government relations, Manulife’s communications teams in Indonesia, Hong Kong and Toronto effectively communicated Manulife’s messages in a very fluid crisis situation. Manulife’s entry was selected to receive one of 39 Gold Quill awards out of 1,052 entries from 21 countries. |

Manulife Financial received a Board Effectiveness Ranking of AAA+, the highest ranking possible, from the Clarkson Centre for Business Ethics and Board Effectiveness at the University of Toronto’s Rotman School of Management. Manulife was one of only two companies to receive an AAA+ ranking out of the 275 S&P/TSX Composite Index listed companies evaluated. Both the Ontario Securities Commission and Industry Canada use the ranking data to assess the state of corporate governance in Canada. The Bank of Montreal-Nesbitt Burns provides access to the detailed assessments to its institutional investors, and the Ontario Teachers’ Pension Plan Board will publish the rankings on its Web site. |
